If i download the cheat, is it safe to enter other games like League, Insurgency, and etc. Also, since Insurgency and CSGO run off the same engine, can I inject into that?

The cheat only injects into csgo.exe and I'm guessing an ID is also involved. So, like divi said, no.

No it's external, we don't inject into csgo
