mem writing, wouldn't recommend it for main accounts, but it's been possible to do it like this since csgo was released over 10-years ago, but it's hard to say if Valve suddenly should care.

A quick update on this, maybe it would be safer to write cl_player_proximity_debug as an alternative to glow ESP, since that is probably one of the first things Valve will go after for (and might already be flagging)

no it would never be safer to patch cvars for anything.
they haven't gone after this method for the 12-years it has been available, while cvars patching has been checked since day one.
