What are some scenarios where this cheat can get detected in MM or on third party Anti-Cheats?

Is there a particular reason .NET was used over C?

Like none. If it ever happened, VAC would do a big noticeable update implenting ring0 driver to watch API calls.

Because I'm more familiar with .NET and non other cheats has used .NET so the code output is very different than other hacks which makes it more UD Smile
